We will compare the Energy Code requirements supporting electrification\, as opposed to a mixed-fuel design\, and which design features support the reliability and affordability of an all-electric home. \nLearning Objectives: \n\nSummarize key facts regarding heat pump technology — as well as other electric technologies — specific to their performance\, affordability\, and impact on California electric grid.\n\n\nCompare the Energy Code requirements for electric and gas appliances.\nDescribe the differences between all-electric designs and mixed-fuel projects in terms Energy Code compliance and likely impact on construction and operation costs.\nIdentify sources of information and how to access them for guidance on incentive programs\, tax credits\, and rebates supporting the deployment of heat pumps\, electric equipment upgrades\, and energy-efficient appliances.\n\nAbout the presenter: \nDave Intner\, with Southern California Edison’s Building Electrification and Codes & Standards team\, is a Licensed Architect\, LEED AP\, and Certified Energy Manager. A graduate of Cal Poly SLO\, Dave provides education and outreach supporting Building Decarbonization and Energy Code Compliance Improvement. He leads several initiatives focusing on zero net carbon design and energy codes. Other roles at SCE have included managing the field engineering group and assisting architects and engineers with design and incentive support as a program specialist in the Savings by Design Program. Prior to SCE\, Dave practiced architecture for 15 years on buildings of just about every type\, including custom residential\, affordable housing\, university buildings\, and cultural facilities. A LEED Accredited Professional for over 20 years\, Dave also guided several early projects through the full LEED certification process. Dave is the current Vice Chair of the AIA California Climate Action Committee\, is a board member of CABEC (the California Building Energy Consultants)\, a past board member of USGBC California and has served on the LEED Energy and Atmosphere Technical Advisory Group (EA-TAG).

At Brownstein\, she specializes in land use due diligence reports and entitlements\, including conditional use permits\, coastal development permits\, cannabis licensing\, and lot line adjustments and lot splits. This month\, we will be hearing from Ellen Kokinda\, Santa Barbara City Planner & previous Design Review Supervisor\, who will be joined with Santa Barbara’s new Architectural Historian. \nEllen Kokinda is an urban planner with over a decade of experience in community development\, land use policy\, and public engagement. She currently serves as City Planner with the City of Santa Barbara’s Community Development Department\, having previously served as Design Review Supervisor. In both roles\, she has guided applicants through the City’s permitting and design review processes and advised on how to keep projects moving forward. Ellen is currently overseeing the City’s Single Family Streamlining Project — an initiative to simplify the approval process for single-family residential projects through Zoning Ordinance and Single Family Design Board amendments\, balancing greater flexibility for homeowners with Santa Barbara’s tradition of quality architecture and neighborhood character. Prior to moving to the West Coast\, Ellen worked with the City of Cambridge’s Community Development Department\, leading the development of a Net Zero Action Plan — a multi-stakeholder process that resulted in the City adopting a 25-Year roadmap toward net zero carbon emissions from building operations. Ellen holds a Master of Arts in Urban & Environmental Policy & Planning from Tufts University and a Bachelor of Arts in Media Arts & Design from James Madison University. \n  \n \n\n\nAIA Women in Architecture (WIA) is dedicated to fostering relationships among women in the design industry\, supporting career growth\, and increasing the visibility of women in architecture. She currently serves on the board of the Santa Barbara Trust for Historic Preservation and has contributed to the master planning of Santa Barbara’s State Street. \nBorn in China\, Qing earned her Master of Architecture and a master’s degree in electrical engineering from the University of Notre Dame. We’ll also touch on how we collaborate with architects\, coordinate site and factory work simultaneously\, and navigate projects in complex environments. \nOur goal is to create a more aligned process between design and construction—so projects can be delivered with greater clarity\, efficiency\, and confidence. \nAbout Bevyhouse \nThe traditional homebuilding process is often defined by long timelines\, cost uncertainty\, and fragmented coordination between design and construction. At Bevyhouse\, we’re exploring a different approach—one that integrates design\, engineering\, and construction through a custom modular framework. \nOur work combines fully custom home design with the efficiencies of prefabrication. By shifting a significant portion of construction into a controlled factory environment\, we’re able to improve build quality\, reduce variability\, and compress project timelines—while still allowing for a high degree of architectural flexibility and personalization. As part of our standard construction\, all homes are built to meet California Residential Building Code and WUI requirements. \n
